The HIA certifies the project’s full compatibility with the property protection criteria, defining it as a hybrid model between conservation and evolution. The intervention does not only provide UNESCO identity protection, but also raises the standards of urban quality and usability, in full compliance with UNESCO-ICOMOS international standards.
Drafted by the World Heritage Porticoes Office, the Assessment meets Recommendation No. 11 formulated in 2023 by the joint UNESCO/ICOMOS mission, in full compliance with the procedures of the Operational Guidelines of the World Heritage Convention.
The results of the analysis
The systematic analysis confirmed that the intervention works are fully compatibility with the property's Outstanding Universal Value (OUV), with particular regard to the "University and Academy" component.
In summary:
- Monumental integrity: The works do not interfere with the primary structures; they focus instead on technical volumes that are degraded or not subject to heritage constraints.
- Regeneration of Via del Guasto: The replacement of obsolete structures with a new transparent entrance hub fulfils the “respectful juxtaposition” criterion, using a contemporary architectural language clearly distinguishable from the historical context.
- Enhanced oversight: Constant monitoring by the Superintendency ensures the highest level of historical-artistic protection in each phase of the project.
- Social impact: The project consolidates the Theatre as a cultural hub in the university area, raising standards of safety, accessibility and urban quality.
Next step: submission to Paris
The Board’s approval of the HIA is the formal preparatory step before sending the dossier to the UNESCO Office of the Ministry of Culture. The latter will then forward the application to the World Heritage Centre in Paris, in fulfilment of the Administration’s international commitments.
With this deed, the Administration certifies that the redevelopment of the Municipal Theatre is fully integrated with UNESCO-safeguarded values, promoting the Porticoes as living heritage that combines protection and urban development.

“UNESCO recognises in the Porticoes of Bologna a rare balance between continuity and transformation, and between protection of identity and the ability to evolve”, adds the Superintendent of the Municipal Theatre of Bologna, Elisabetta Riva. It is the same principle that guides the new Municipal Theatre. The renovation of spaces is indeed not only an architectural project, but a change of attitude: it is about renewing ourselves without betraying, remaining coherent but also being permeable, and about strengthening dialogue with the city through a clear voice. For us, innovation and tradition are not opposites but a shared and deeply Bolognese responsibility: it is the very identity of this city, unique in Italy. For the Municipal Theatre this is not a choice, it is a duty. We are a covered civic square in the middle of a radiating array of UNESCO porticoes, and a portico ourselves. The portico is also a metaphor: it is a space that shelters and welcomes, that protects without closing, that invites encounter. As the largest cultural production institution in the city, we are the place where opera and the symphony – our mother tongues – generate pathways, so that spectators and institutions can meet, exchange mutual recognition and weave different stories, all with a common centre.
